Just a guess here, but if he had it built, did he have it built as cheap as possible like most "investors" do. Cheap everything and then you find out it is not so cheap to fix a cheaply built house.
You want to live in one of the US best cities, ya it’s gonna cost you. People who live there appreciate what the city is doing. I am an engineer who does permitting, and I can tell you 100% sure you DO NOT want to buy a property that has inspection issues
Maybe we shouldn’t be buying a single-family homes in mass and renting them to people for a exorbitant rates. It’s almost like all of these regulations are designed to force landlords out because people should own their homes not some shadowy corporate or shadowy individual man.

Well if multiple inspections uncovered issues that needed repair upon discovery, then it’s your responsibility as the owner to correct those issues or you may very well negotiate with the buyer. It’s the fair thing to do!
It's hard to feel bad when you see a millionaire buying properties that they will slap some paint on and rent out to people instead of leaving it as an affordable starting home for a family.
